The largely unfunded Internal Revenue Service and U.S. Treasury department handle paying “advanced premium tax credits,” which some Democrats in the U.S. House of Representatives and U.S. Senate say could be delayed and wreak havoc on how premiums are paid. These lawmakers wrote a letter last week to Treasury Secretary Steven Mnuchin and Health and Human Services Secretary Alex Azar calling on the “Trump administration to ensure there are no premium increases or coverage losses due to the president’s reckless, unnecessary ongoing shutdown.” “Families are facing a shutdown health care tax that increases their premiums and threatens their health coverage,” the Democrats wrote to Mnuchin and Azar. The IRS has a role with the ACA’s individual coverage to verify income and other information from health plan enrollees. “Due to the cessation of most IRS operations, we are concerned that some taxpayers will face an unexpected spike in premiums for their health care coverage due to delayed payments of (advanced premium tax credits)," the Democrats letter says. "We strongly urge you and your agencies to ensure consumers are not faced with insurmountable premium costs or loss of coverage as a result of this unnecessary shutdown.” The Democrats writing the letter included ranking Senate Finance Committee member Ron Wyden of Oregon and ranking Senate Health, Education, Labor and Pensions Committee member Patty Murray of Washington and U.S. Rep. Richard Neal of Massachusetts, chairman of the House Ways and Means Committee, as well as Rep. Frank Pallone of New Jersey who is now chairman of the House Energy and Commerce Committee. Despite concerns, health insurance companies have yet to report any harm from the shutdown. But health insurers are expected to address the government shutdown as they report their full year 2018 and fourth quarter earnings in the coming weeks. Through their lobby, health insurance companies have yet to hear of any shutdown problems from Obamacare enrollees. “We do not expect there will be any impact to advance premium tax credits, so consumers should not experience any issues as long as they filed a timely tax return last year,” said Kristine Grow, spokeswoman for America’s Health Insurance Plans, which represents Anthem, Centene, Cigna, Oscar Health and other insurers that sell individual coverage under the ACA.
